OFFICE OF STATISTICAL RECONCILIATION

ALL FIGURES HAVE
BEEN RECONCILED.

The results remain different.

Questions have arisen concerning Stephen Boudreau’s perfect sanctioned championship record and his performance in ordinary recreational play.

The Office has completed its review.

Both sets of records are accurate.

Mr. Boudreau has never lost an officially sanctioned World Championship match.

He has also lost a substantial number of recreational matches.

The fact that members of the public continue to insist otherwise has been referred to the Office of Public Inquiries.

HISTORICAL RECORDS REVIEW

An Additional Victory Identified

Reference Case Study 2025-021

During a review of recreational match results submitted in connection with In re: The Accumulation of Recreational Victories, Dr. Eleanor Van Der Berg identified an error in the petitioner’s original accounting.

The petitioner had reported thirty-seven victories over Stephen Boudreau.

Dr. Van Der Berg’s examination revealed that one additional victory had been omitted.

The result was corrected.

The petitioner was notified.

The Office of Historical Records subsequently issued an amended certification reflecting thirty-eight victories.

The championship standings were unaffected.

Asked whether the correction might cast doubt upon Mr. Boudreau’s overall playing ability, Dr. Van Der Berg declined to offer an assessment.

“The original figure was thirty-seven,” she explained. “The correct figure is thirty-eight.”

The Office considers the correction significant.

2026 STATISTICAL GOVERNANCE

The Data Presentation Review

During preparation of the Hall’s annual statistical summary, a proposal was submitted to present championship and recreational performance in a single consolidated chart.

The proposal was reviewed by the Office of Historical Records.

Dr. Van Der Berg declined to approve it.

The proposed chart combined sanctioned championship victories with recreational defeats without distinguishing between the two forms of competition.

While the underlying numbers were accurate, Dr. Van Der Berg determined that the presentation would be misleading.

The chart was withdrawn.

The Office subsequently received a request to prepare a revised visualization that would more clearly demonstrate Mr. Boudreau’s competitive superiority.

Dr. Van Der Berg responded that the Office could prepare an accurate visualization of championship performance.

It could not certify a broader conclusion concerning playing ability.

The request remains under consideration.

INTERNATIONAL UNO HALL OF CHAMPIONS

From the Statistical Review Committee Minutes

Sir Reginald
Would it be possible to present the figures in a more favorable light?
Dr. Van Der Berg
The figures are correct.
Sir Reginald
Yes. I was referring to their presentation.
Dr. Van Der Berg
So was I.

METHODOLOGY & REPORTING STANDARDS

Questions of Statistical Interpretation

Why doesn’t the Hall publish Stephen Boudreau’s overall UNO win percentage?

The Hall maintains comprehensive records of officially sanctioned championship competition.

Its records of recreational competition are less complete.

Accordingly, the Office of Historical Records is unable to calculate a reliable overall career win percentage.

Could the Office provide an estimate?

Yes.

Will it?

No.

FINAL FINDINGS

Official Determination

Issuing authority Office of Statistical Reconciliation

Following a comprehensive examination of the available records, the Office makes the following findings:

  1. Finding I

Stephen Boudreau’s official championship record of 1,284 victories and zero defeats is accurately stated.

  2. Finding II

The historical record establishes that Mr. Boudreau has suffered numerous recreational defeats.

  3. Finding III

The available evidence is insufficient to certify Mr. Boudreau’s overall career win percentage.

  4. Finding IV

No statistical error has been identified that would require revision of the official World Championship standings.

  5. Finding V

The continued discrepancy between the two records is attributable to differences in competition classification, not errors in arithmetic.

The Office therefore considers its review complete.

The figures have been reconciled.

DR. ELEANOR VAN DER BERG Director of Historical Records

The Office makes no finding concerning Mr. Boudreau’s actual proficiency at UNO.
