THE OFFICIAL MATCH REGISTRY

The result is a fact.
The classification is a decision.

The Hall faithfully records competitive outcomes, including the victories of those who have defeated Mr. Boudreau. The classification of those outcomes, however, remains a matter for the Committee.

The public registry is the Hall’s modern digital ledger. Historic certified victories are preserved separately and remain binding, whether or not individual reports have been digitized.

A LEGACY WITHOUT EQUAL

There are champions.
There are legends.
And there is Stephen Boudreau.

Since 2001, Boudreau has claimed 26 World Championship titles, amassed 1,284 sanctioned victories, and successfully defended the title 1,283 consecutive times. Across 25 years and multiple regulatory administrations, the Hall has certified not one championship defeat.

His recreational record is more varied. The Committee has always been entirely comfortable acknowledging this.

COMPETITIVE INTEGRITY

Not every game
is a championship.

The International Championship Sanctioning Committee maintains sole authority to determine the classification, eligibility, and official standing of all competitive matches. The Hall does not dispute recreational results. It disputes their relevance to the title.

Under Article VII, Section 4, a match may be designated an official championship contest at any point before its conclusion. Notifications may be delivered by telephone.

Advance notice to opposing competitors is not required.

OFFICIAL NOTICE · ARTICLE VII, § 4

On the Classification of Competitive Events

A reported victory may be entirely accurate without being a championship victory. Official recognition is not presumed merely because multiple people insist that a game “definitely counted.”

The Committee reserves the right to evaluate the circumstances of any match, including information that becomes available near its conclusion.

All determinations are final.

AN INDEPENDENT GOVERNING BODY

The institution behind the legacy.

Established in 1971, the Hall exists to uphold the principles of fairness, excellence, and responsible championship recognition. Its administrative bodies act with complete autonomy and without regard to the preferences of any particular athlete.

The Office of Competitive Integrity has repeatedly examined the Hall's procedures and found them to be fully compliant with the Hall's procedures.

OFFICIAL DETERMINATION

Appeal Denied.

The Committee acknowledges receipt of your submission and appreciates the opportunity to review the reported result.

For the purposes of this determination, the Committee accepts your account of who won the game. The question before us is not the result, but the event’s official classification.

Our records indicate that the match was not an officially sanctioned World Championship event. Accordingly, its outcome has no bearing on the recognized championship record.

Stephen Boudreau remains the reigning, defending, undisputed World UNO Champion.

The Committee considers this matter closed.

Sir Reginald P. Worthington III
Chairman, Championship Sanctioning Committee

The Principles of Championship Sanctioning

Article I. Only formally recognized matches shall count toward official championship standings.

Article III. Recreational matches, including those described as “obviously official” by non-committee members, shall remain recreational unless otherwise classified.

Article III-A. The Committee recognizes that a recreational result may be witnessed, correctly reported, and entirely uncontested. Such acknowledgment shall not confer championship status.

Article VII, Section 4. The Committee may sanction a match prior to, during, or immediately before the final card is played. Such designation may be made by telephone.

Article IX. All protests will receive fair consideration by officials appointed by the Committee.

Article XI. The absence of a successful appeal should not be interpreted as evidence of bias. It may, however, be interpreted as evidence of consistency.

Article XII. All determinations are final. The determination that determinations are final is also final.
